After Witness Lee explains this account, he reminds the reader that the Lord in verse 18 had already given the disciples His command: "Now when Jesus saw a crowd around Him, He gave orders to depart to the other side." (Recovery Version of the New Testament). As they set out to obey, they encountered frustrations above them and problems beneath them, and this caused their faith in the Lord's word to be shaken. We know this because when they woke the Lord up, He said to them, Why are you fearful, you of little faith? (v. 25).
The footnote on this verse is amazing:
"Faith comes from and depends on the word of the Lord (Rom. 10:17). In v. 18 the Lord gave them a word, telling them to depart to the other side. If they had believed that word, they would not have needed to pray as they did in v. 25. They did not have a full realization concerning the Lord's word; thus, their faith was little" (Recovery Version of the New Testament).
So Jesus calms the stormy seas by His word, but from what I'm seeing here unless we believe it and act on it in nothing is going to happen.
